Dr. Melvin A. Martinez-Castrillon
Co-founder and CEO
A successful invasive and clinical cardiologist and leading cardiovascular researcher in Congestive heart failure, Dr. Martinez has been practicing cardiovascular medicine in South Florida since 2003 and at the forefront of cardiac innovations. Data-driven, analytic, evidence based with extensive experience developing, leading, and managing high-performing, diverse teams around cardiovascular health treatment initiatives and protocols to improve outcomes, cost containment and ease of service delivery within multispecialty clinic systems.
Dr. Martinez has helped to develop treatment protocols for Congestive heart failure and peripheral-vascular disease for several multi-specialty clinics advising on cardiovascular disease management while improving those systems bottom lines while advocating and keeping in line with specialty treatment guidelines.
Chris Chowquan
Co-Founder and CIO
Leading information technology teams for full-risk, integrated care delivery networks such as Humana Healthcare, Continucare, MetCare, and CAC Medical Centers, Chris played a pivotal role in ensuring data security, maintaining business continuity, and delivering innovative solutions to over 120 remote healthcare facilities across the United States.
With an entrepreneurial spirit, Chris founded Healthchat in 2015, a global telehealth platform connecting medical centers, providers, and patients. He actively participates in South Florida's entrepreneurial community and frequently shares insights as a speaker on topics ranging from start-ups to healthcare business and education.
Bringing a distinctive technical perspective to Gal3n, Chris holds a bachelor's degree in electrical engineering with a focus on information technology from Florida Atlantic University.
Brian Wallace
Co-Founder and CTO
Brian founded Effective Consulting LLC in Miami, FL 20 years ago as a full-spectrum IT Consultancy and Managed Service Provider. Over these last 2 decades, he has built a team of engineers and honed their technical skillsets through continuous training as well as his leadership on many large-scale deployment projects for both US-based & global clients. Presently the company provides network design services & end-to-end support for over 100 firms around the globe.
As CEO of the company, Brian brings a successful, agile entrepreneurial perspective to the team, with a thorough understanding of business operations and streamlining of service delivery. From his lead engineering role on earlier projects he also carries many years of technical expertise in both systems and network design.
He was born and raised in Miami, and has been involved with technology from very young, landing an internship at Burger King World Headquarters’ nascent Online Division, while still in high-school.

With over 15 years of leadership in healthcare operations and clinical research, Carlos Carus has built a career around transforming how medicine is delivered, accessed, and experienced. As Chief Operating Officer at Gal3n Health, he is redefining telehealth by driving the adoption of FDA-approved diagnostic peripherals and HIPAA-compliant platforms that enable real-time remote physical exams from virtually any setting—hospitals, homes, clinics, or even ships at sea.
Carlos’s mission is clear: to decentralize healthcare by merging clinical precision with cutting-edge technology, empowering providers to deliver “Remote Real Medicine”—anytime, anywhere. His work helps health systems, research networks, and maritime medical teams improve outcomes, reduce hospitalizations, and extend quality care to even the most remote populations.
Prior to Gal3n Health, Carlos served as Chief Operating Officer at Miami Clinical Research, where he oversaw cross-functional operations, optimized clinical workflows, and led process innovation initiatives that significantly increased productivity and revenue performance. His operational insight helped align business strategy with scientific excellence, establishing MCR as a regional leader in clinical trials and regulatory compliance.
Earlier in his career, Carlos was a shareholder at Ideal Clinical Research Inc, managing FDA-regulated IND, NDA, and 505(b)(2) studies. He also held leadership roles in project development at Ricoh USA, where he specialized in healthcare and legal process optimization—laying the groundwork for his later success in health IT and digital transformation.
Carlos holds a Bachelor’s degree in International Business from Florida International University and an Associate of Arts in Business Administration and Management from Miami Dade College. Fluent in English and Spanish, he is recognized for his expertise in telehealth, healthcare information technology, and health system reform.
Through his vision, Gal3n Health continues to expand its footprint across clinical research, long-term care, and global maritime medicine—proving that the future of healthcare is not just virtual, but borderless.
